Argentina’s National Communications Agency (ENACOM) has announced the allocation of private spectrum for industrial verticals through a new regulatory measure aimed at advancing national telecommunications capabilities. This move enables large companies across key sectors such as mining, agribusiness, oil, and logistics to deploy private 4G/5G networks for internal use.

The policy is designed to strengthen operational autonomy, enhance data security, and improve technological efficiency in industries that play a pivotal role in Argentina’s economic growth. Through this initiative, industrial players will be able to use advanced ICT infrastructure like the Internet of Things (IoT) and remote machine operation to improve their productivity.

Introduction of SPIBA System for Private Broadband Networks

ENACOM has established the “Private Wireless Broadband System” (SPIBA) to facilitate the deployment of these private networks. SPIBA operates using cellular frequency reuse technology to enable broadband data transmission exclusively within the facilities of the spectrum holder.

Key technical characteristics of SPIBA include:

  • High-capacity data transmission

  • Support for both stationary and mobile use cases

  • Low-latency communication suitable for IoT and multimedia applications

  • Exclusive, non-commercial use (no third-party subscribers)

Spectrum Band and Coverage Models

SPIBA will operate in the 2,300 to 2,400 MHz frequency band, divided into ten 10 MHz radio channels. Two distinct deployment models are outlined:

  • SPIBA Interior: Limited to indoor coverage for use in enclosed facilities like warehouses, factories, or large buildings.

  • SPIBA General: Enables outdoor coverage for large-scale sites such as ports, oil fields, or mining operations, with a coverage radius of up to 400 km².

The spectrum use is restricted to the operator’s defined “Area of Operation” and must avoid harmful interference beyond its perimeter.

Spectrum Assignment and Licensing Framework

The spectrum will be assigned under different models depending on usage:

  • Interior SPIBA: Up to four channels assigned on demand.

  • General SPIBA: Four channels available via public processes such as auctions or tenders.

  • Flexible Use Channels: Two channels reserved for case-specific allocation depending on demonstrated need.

Operators may receive up to six channels per site for Interior SPIBA, depending on availability. For General SPIBA, the number of channels will be determined after registration of all interested parties, to ensure equitable distribution.

Spectrum rights will be granted for a 10-year term, renewable upon expiration, with applicable usage fees tied to the implementation modality.
