Regulatory Conditions for Satellite Use
The resolution outlines strict technical and coordination requirements that follow international practices under the International Telecommunication Union (ITU) Radio Regulations. Several national notes (N49a through N49e) define how the band must be used, emphasizing compatibility and non-interference between satellite services.
Key Regulation Conditions
Non-geostationary satellite systems (NGSO FSS) must coordinate operations under ITU procedures (Section 9.12) and cannot claim interference protection from existing geostationary satellite systems (GSO FSS).
NGSO operators must take immediate action to eliminate any harmful interference during operation.
Specific power flux density limits apply to GSO networks operating in Region 2, which includes Argentina, particularly between orbital separation angles of 152.6° and 162.6°.
NGSO FSS use within Argentina must not interfere with domestic broadcasting service links or restrict their earth station deployment.
Earth-to-space transmissions in the adjacent 17.3–17.8 GHz band must not interfere with satellite broadcasting services and are not entitled to protection.
ITU Alignment and Shared Use Provisions
The regulation incorporates guidance from Appendix 30A of the ITU Radio Regulations, which governs sharing and coordination for satellite services globally.
