On February 24, 2026, Argentina’s National Communications Entity (ENACOM) issued Resolution 57/2026, establishing a comprehensive new regulatory framework for the registration and homologation of telecommunications equipment. The measure modernizes legacy rules, restructures the RAMATEL system, and introduces third party Certification Agencies into the approval process.
Introduction of Certification Agencies
A key structural change is the formal incorporation of Telecommunications Materials Certification Agencies as third party entities authorized to issue Certificates of Conformity.
These agencies will:
• Review laboratory test reports and technical documentation
• Issue Certificates of Conformity
• Conduct post market surveillance activities
Certification Agencies and Testing Laboratories must obtain prior accreditation from the Argentine Accreditation Body. A new Register of Telecommunications Materials Certification Agencies has been created within ENACOM to oversee these entities. Companies already accredited under ISO/IEC 17065 for other certification schemes may obtain provisional recognition for one year, subject to ENACOM evaluation.
The existing Register of Accredited Laboratories will be renamed the Register of Laboratories for Testing Telecommunications Materials. Currently recognized laboratories will retain their status for two years but must adapt to the new regulatory requirements within that timeframe. Resolution 700/96, which previously governed laboratory registration, is repealed as part of the modernization effort.
Family Certification and Indefinite Validity
One of the most significant impacts for manufacturers is the introduction of Product Family registration. This allows multiple equipment models sharing similar technical characteristics to be grouped under a single homologation, reducing administrative burden and improving time to market.
In addition, new registrations granted under the updated regulations will not carry an expiration date. This replaces the previous renewal based model and eliminates recurring validity extensions, provided ongoing compliance is maintained through market surveillance for consumer products (professional use products will not be subject to surveillance).
E Commerce and Labeling Transparency
The regulation introduces specific obligations for online sales channels. Telecommunications equipment marketed through websites or digital platforms must clearly display the assigned RAMATEL registration number in the product listing. This requirement applies to both direct suppliers and marketplace operators acting as intermediaries in consumer transactions. The measure strengthens traceability and consumer protection, particularly in the growing e commerce environment.
Certification Agencies will also be responsible for post approval market surveillance, ensuring that certified products continue to meet technical and safety standards after commercialization. ENACOM will maintain oversight authority over Certification Agencies and Testing Laboratories, reinforcing infrastructure security and compliance with Law 27,078.
Implementation Timeline
The new homologation regulations will enter into force on September 1, 2026. Until that date, applications will continue to be processed under the existing framework, with a three year validity period before mandatory transition.
