The Angolan government has announced an ambitious strategy to make internet access available across the country—including its most remote regions—through major investments in digital infrastructure. The initiative will expand access to 3G, 4G, and 5G systems as part of a larger effort to promote national digital inclusion and technological modernization.

Programs Driving the Digital Push

Speaking at the 36th edition of the Thematic Session, Secretary of State for Telecommunications and Information Technologies Ângelo Miguel Buta João shared details of the plan, which is a core pillar of Angola’s current National Development Plan (PDN 2023–2027). 

Several government-backed initiatives are already in motion to accelerate the digital transformation of public services, economic growth, and connectivity: 

  • Conecta Angola – Expands telecom infrastructure and public internet access points. 
  • Angola On-line – Increases connectivity across public services. 
  • Ilumina Angola – Supports shared infrastructure investment and national roaming to improve coverage and competitiveness. 
  • Ngola Digital – Enhances digital services and accessibility. 
  • Broadband Network – Builds out high-speed fiber optic networks across the country. 
  • Digital.AO – Advances digital government platforms. 
  • National Space Program – Supports satellite communications. 
  • Modernization of INAMET – Digitally upgrades Angola’s national meteorological institute. 

Coverage Goals Through 2027

The government has earmarked 50 billion kwanzas to fund these efforts, with the following network coverage targets by 2027: 

  • 3G: 93% national coverage 
  • 4G: 32% national coverage 
  • 5G: 21% national coverage 

This will be achieved through public-private collaboration and infrastructure expansion in both urban and rural areas. 

Broadband Expansion and Government Cloud

A key part of the strategy is the development of the National Broadband Network, which will deploy 1,980 kilometers of new fiber optic cables throughout the country. This will enhance connectivity and bring digital services to underserved regions. 

Another priority is the Government Cloud program, which will centralize public administration services into a unified data platform. This cloud infrastructure will be supported by a fiber optic network that links all ministries and regional administrative centers. 

Cybersecurity and Legislative Updates

To support this digital evolution, the Angolan government is also preparing a legislative package focused on cybersecurity. A public consultation is currently underway for this law, with more information available at: https://consultapublica.minttics.gov.ao/
