On January 31, 2026, Algeria issued Executive Decree No. 26-97, establishing an updated regulatory framework for the homologation of electronic communication equipment. This decree introduces significant procedural enhancements designed to streamline the approval process while reinforcing compliance and testing standards for telecommunications devices entering the Algerian market.

Extended Certificate Validity

A major update introduced by the decree is the extension of the homologation certificate validity period. Certificates of conformity are now valid for five years, an increase from the previous three-year term. This extension applies to the specific equipment model and covers subsequent introductions of the identical model from the same country of manufacture. This change is expected to significantly reduce the administrative burden and renewal frequency for manufacturers and importers.

Mandatory Online Application Platform

To modernize the submission process, the regulatory authority has mandated the use of a dedicated online platform for all homologation requests. Applicants must submit both administrative and technical dossiers electronically. The platform will facilitate the digital signing of applications and provide an efficient means to track the status of submissions. The standard processing time for a homologation request is capped at two months from the date of application or sample submission.

Enhanced Documentation and Testing Procedures

The technical documentation requirements have been clarified and strengthened. Applicants must now provide comprehensive technical files, declarations of conformity, and detailed test reports. Crucially, the test reports must be issued by an accredited laboratory, and the application must include the laboratory’s accreditation certificate. For equipment featuring cellular mobile access, a Type Allocation Code (TAC) certificate from the GSMA is also mandatory.
 
Furthermore, the decree formalizes the procedure for testing samples. A working sample of the equipment must generally be submitted within five working days of the application. For imported equipment, the regulation outlines a specific process involving customs authorities to ensure samples are properly drawn, tested, and returned, emphasizing increased regulatory coordination with customs.

Labeling Requirements

Equipment that successfully completes the homologation process and receives a certificate of conformity must adhere to specific labeling requirements before being introduced to the market. The sample submitted for testing must already feature labeling that complies with current regulations. The updated framework underscores the importance of traceability and adherence to the approved model specifications throughout the product’s lifecycle.
